In occasion of the visit of the Governor of the Bank of Italy to the university of Arcavacata, the teacher. Gianfranco d' Atri has written a letter opened for inviatare the Governor and the whole financial community to dwell on the list that the banking system has had and it will have on the development  of the Calabria
Most illustrious Mister Governor, Â I take the opportunity of your visit in Our University to subject some questions that, nevertheless being in part extensible to the whole South of Italy and, in any case, of national size, have a particular impact on the Region Calabria. Â
           the critical attitude of my intervention, nevertheless applying to your specific conduct, sinks the roots in the past of which you é istituzionalmente the imitator. Really in these days the print "celebraâ"  the end of the Savings bank, episode by now historical but symbolic and prodromico of following events, which the liquidation of the Co-operative Credit of Cosenza and the absorption of the Pop Bank. of Calabria  .
Today, the Calabrian banking system, in the local component and in that one national, é inefficient in report to the national standards, above all for the services offered at the enterprises.
           Such limits become unacceptable in a situation in which the same enterprises are on average inadequate at the levels of capitalisation and of management asked  new rules of Basilea2.

           Purtuttavia, next years will see still a huge flow of financing of European origin, aimed at the development, and what necessarily they will pass for the system in way potentially distorsiva of the competition and of the market, if the same banking system will not be provided with a strategic vision, but it will adopt a purely bookkeeping approach.
           Besides, you cannot know that the Calabrian territory é interested at criminal phenomena with impact on the financial arrangements and the economic relations – traffic of drug and usury realise the national primacies that are deficient in it in other fields-. Not é necessary a profound financial analysis to put itself a banal problem: where is the coming and functional money to such activities ? The application of the normativeness antirecycling from the system é adjusted to the dimension of the problem?
And if the liquidity "facileâ" to € “is of political origin that from criminal origin to €“ prevails in the move of the harvesting and of the uses, might be verified that on the economic territory of Calabria the bad currency drives that one good away?
           Le Sue explanations and information about these questions interest us very much, but the traces that we find in your public interventions (relation of the governor, pag. 14) do not reassure us, we are worried by the absence of concrete initiatives referable to your impulse. Â
Impulse that, until one has proof to the contrary, we consider limited and compromised by the problems of the order proprietary of Bank of Italy, for which even Mister Minister seems to wait at the bank vertices and not at a shared planning. We would want you, within the bounds of your function, to stimulate a public debate that, in facing the theme of the lawfulness of the same list (new Statute of the Bank), individualises an operative task for the structure that could influence the functioning of the system in Calabria.
