PON Governance and Technical assistance 2007 2013
The PON Governance and Technical assistance 2007-2013 for the Objective Convergence (it adopted child by Decision C (2007) 3982 of 17.08.2007) is the Operative Program cofinanziato with the European Bottom of Regional Development (FESR) within the bounds of the Priority 10 of the QSN 2007-2013, tightened to the carrying out of the Specific Objective 10.1.1" to Reinforce the technical competences and of government of the administrations and of the companies attuatori, to improve the efficaciousness of the programming and the quality of the interventions to offer better services to the nationality,”.
The Program, with a total endowment of € 276.190.810 (of whose 50 % of community contribution) is destined to four Italian Regions of the Objective Convergence (Campania, Puglia, Calabria and Sicily) and is aimed at the increase of the ability of governance, either under the outline of the improvement of the relations partenariali, or under the outline of the reinforcement of the technical and administrative competences of the Public administration.
Tracing the instrumental report between PON ATAS and QCS 2000-2006, the PON Governance and Technical assistance 2007-2013, he contributes also to the support of the total process of programming and accomplishment of the interventions of the unitary Programming 2007-2013.
In this sense, the PON combines actions of more transverse nature (Axis I), with activity of specialised support of the alone Regions and of the local Companies of the Objective Convergence (Axis II), developing and trying models of governance multifleece, able to accompany the devolution processes in course.
A national Program of Technical assistance (AT), conceived like complementary to the already activable actions with other Operative Programs (national and regional) it replies to a double demand:
- to ensure, first of all, standardization and homogeneity in certain typical activities of the AT (technical and operative support, evaluation, information and publicity, improvement of the statistical information, and so on …);
- to guarantee, at the same time, the growth of new institutional abilities on policy of strong strategic relief for the accomplishment of the QSN, from certain fields already individualised (environment, equal timeliness, internationalisation, recepimento of the community discipline), but in a logic opened to each sector of interinstitutional cooperation that corresponds to real regional needs.
In pursuing his objectives, the Program cannot leave not even a clear synergy aside with other tools of the Priority 10 of the QSN (the PON Governance and Actions of System – FSE, to title of the Ministry of the Work and of the Social Providence and the Programs Governance financed FAS) not even a strong connection with the action of administrative reinforcement in head to the ordinary politics, in whose context is included the list of the Intermediate Organism in head to the Department of the Public Function.
The interventions, therefore, will be led in maximum part at the Public authorities for the benefit of the total functionality of the “Net of Administrations” that contribute to the objectives of the programming 2007-2013.
In the specific sections dedicated to the PON – and in those relative to the QSN – there will be supplied wide information about the start and about the development of the single activities.

The Authority of Management (AdG), according to how much expected with the reg. (Council of Europe) 1083/2006, is it responsible for the management and accomplishment of the Operative Program, in accordance with to the beginning of good and healthy administrative and financial management.
