Roberto Occhiuto denounces strong delays in the programming
The vice-president of the regional Advice, Roberto Occhiuto (www.robertoocchiuto.it), of the Udc, has presented an interrogation to the president of the regional junta and to the assessor to the Programming in relation to the management of the funds to Put underlining the fact what “the Calabria is last in Italy between the regions of the objective Convergence because of the delays, compared to the times established by the European Commission, for the dispatch of the Document of preliminary unitary Programming and to Put relative to the Funds Fesr, Fse and Feasr”.“ The Calabria, together with the Puglia, the Campania and the Sicily – it supports Watchful in the interrogation – é in the Objective Convergence and é committed to program the productive expense of the structural funds for the period 2007-2013. In more occasions, in last months, and in each meeting of the economic and social collaboration of the Calabria, the Assessor to the Programming and the President of the junta they have indicated the times estimated and arranged by the European Commission with regard to the Programming of the Structural funds for 2007-2013, specifying that within March 6 the Region would must send the Document of preliminary Unitary Programming and to Put relative to the Funds Fesr, Fse and Feaser. To the state, the regional operative programs have not been decided by the junta, even though there has passed any more than one month with the established term. The dispatch of the Document of preliminary unitary programming and regional operative Programs é preparatory to the start of the negotiation on strategies and contents of the operative Program between European Commission, state and Region that, like provision with the community Rule 1083/2006, will have to conclude within four months”.“ Considered that the Calabria – declares still Watchful in the interrogation – ¨ the last Region, between those of the Objective convergence, not to have still sent the Document of preliminary Unitary Programming; in the huge meetings unwound around for the region, more than on the concrete contents, on the strategic choices and on the degree of innovation of the regional programming of the community funds, seemed that was concentrating the attention really on times and manners of the programming, much that was not given knows which great initiatives and projects were understanding each other to finance, while there was supplied information detailed about the times and about the methodology to be adopted for the drafting of the Operative Programs. Since the Region Puglia, with own junta decisions, has approved, at the end of a complex preparatory work, the Program operative Fesr and Fse 2007-2013, sending it to the European Commission; the Region Campania has approved, with own addition decision, three operative programs for the period 2007-2013 relative to the funds Fesr, Fse and Psr. Watchful, in the interrogation, he asks after knowledge In più occasioni, nei mesi scorsi, e in ogni riunione del partenariato economico e sociale della Calabria, l’Assessore alla Programmazione ed il Presidente della Giunta hanno indicato i tempi previsti e disposti dalla Commissione Europea in ordine alla Programmazione dei Fondi Strutturali per il 2007-2013, specificando che entro il 6 Marzo la Regione avrebbe dovuto inviare il Documento di Programmazione Unitaria preliminare ed i Por relativi ai Fondi Fesr, Fse e Feaser. Allo stato, i programmi operativi regionali non sono stati deliberati dalla Giunta, nonostante sia trascorso più di un mese dal termine stabilito. L’invio del Documento di programmazione unitaria preliminare e dei Programmi operativi regionali é propedeutico all’avvio del negoziato su strategie e contenuti del Programma operativo tra Commissione europea, Stato e Regione che, come disposto dal Regolamento comunitario 1083/2006, dovrà concludersi entro quattro mesi”. “Considerato che la Calabria – afferma ancora Occhiuto nell’interrogazione – ¨ l’ultima Regione, tra quelle dell’Obiettivo convergenza, a non aver ancora inviato il Documento di Programmazione Unitaria preliminare; nelle tantissime riunioni svoltesi in giro per la regione, più che sui contenuti concreti, sulle scelte strategiche e sul grado di innovazione della programmazione regionale dei fondi comunitari, sembrato che l’attenzione si concentrasse proprio su tempi e modi della programmazione, tanto che non era dato conoscere quali grandi iniziative e progetti si intendessero finanziare, mentre si fornivano informazioni dettagliate sui tempi e sulla metodologia da adottare per la redazione dei Programmi Operativi. Visto che la Regione Puglia, con proprie deliberazioni di Giunta, ha approvato, alla fine di un complesso lavoro propedeutico, il Programma operativo Fesr e Fse 2007-2013, inviandolo alla Commissione europea; la Regione Campania ha approvato, con propria deliberazione di giunta, i tre programmi operativi per il periodo 2007-2013 relativi ai fondi Fesr, Fse e Psr. La Regione Sicilia, a sua volta, ha trasmesso i Por alla Commissione il 5 marzo”. Occhiuto, nell’interrogazione, chiede di sapere
